Advisory Team
Louise is President and founding member of P1 Consulting, Louise specializes in the procurement, implementation and evaluation of Alternatives Service Delivery (ASD) and Public-Private Partnerships (P3) solutions. Many of her 20 years of professional experience were spent structuring and delivering innovative service solutions. Most recently, she turned her focus to exclusively support the public sector on designing, validating, evaluating and implementing service solutions. Louise currently works with owner-representatives, who are optimizing their infrastructure portfolio through P3s, ASDs, collaborative contracting frameworks and optimizing in-house resources. Louise’s experience in project, facilities and property management provide her with a unique perspective on the most efficient means to deliver and maintain quality services and infrastructures.
Following the completion of her MBA, Jillian joined P1 Consulting in 2008. Jillian has a strong background in operational service delivery and agreements, particularly in the real property sector, both in Canada and abroad. In her role as a Consultant with P1 Consulting, Jillian has developed an expertise related to varied P3 project types in a broad range of jurisdictions, which has allowed her to maintain up to date with industry best practices, as well as contributed to an in-depth archive of policy templates that can be drawn upon to assist clients in an effective manner. She has participated in over 85 fairness mandates, over 40 of which were P3s. In addition to her fairness experience, Jillian has either supported or led the development of operational specification specifications on over 15 P3s based on relevant facility service levels and project objectives, setting appropriate Key Performance Indicators and acting as a subject matter expert in the procurement process. Lastly, Jillian has participated in the development of contract documents for large corporate real estate outsourcing agreements, including 3 major telecommunications firms in Canada and a multinational banking institution. In early 2014 Jillian was named a Vice President at P1 Consulting.
Robin is a high energy and results oriented professional with a range of public and private sector experience, including clinical research, health economics, and more recently Public Private Partnerships (P3). Since joining P1 Consulting in 2013, Robin has worked on over 50 mandates where she has provided fairness advisory and facilities management advisory services, and developed facilities management output specifications for performance based contracts. She holds a Bachelor of Science (Honours) from Queen’s University and a Masters in Science and Technology Studies from the University of Edinburgh. Robin is an active volunteer in the Toronto community as a member of NeWCHapter with Women’s College Hospital and supports Peacebuilders International and Dr. Jay’s Children’s Grief Centre.
Paul is a consultant who has participated in and overseen numerous fairness mandates, the development of facility management output specifications and the transition of corporate real estate service providers. As a fairness monitor, he has participated in a number of procurements from end-to-end in order to ensure that they are managed in a fair, open and transparent manner while providing input on communications protocol and on various matters related to the process. This includes providing advice and support to the project team, participating in Proponent meetings and overseeing the evaluation sessions to ensure that an unbiased outcome is achieved.
Paul has a passion for Facilities Management/Operational Advisory Services. He has over twelve years of operations management experience and completed his Executive Masters of Business Administration at Royal Roads University. Paul has applied his operations management experience in several complex projects in the facilities management sector through analyzing, developing and implementing innovative yet practical solutions.
Stephanie Braithwaite is an Consultant with P1 Consulting. She has been with the firm since 2015 and her primary focus is on procurement and fairness advisory services. She has extensive experience guiding clients throughout the lifecycle of the public sector procurement process. Her experience in fairness mandates has taken her through each stage of the projects and she has provided advice for and attestations/reports to executive committees and senior management. Steph brings a depth of experience in procurement to her role at P1 Consulting. Stephanie also provides a supporting role in corporate real estate advisory services and she has been involved in major, multinational outsourcing initiatives. In addition to her procurement experience, Stephanie also has over three years’ experience in the areas of Project Management, Change Management, Workflow Redesign, Operational Impact Assessments, and Process Mapping in the health sector.
Since joining P1 Consulting in 2018, Richard Panneton has brought a strong technical background to the team. Graduating from the University of Ottawa with a Bachelor of Applied Science, Chemical Engineering, Richard has acquired significant experience in facilities advisory and management operations. He supports clients through his undertaking of project lifecycle analyses, coupled with a focus on developing the requirements and output specifications for P3 and outsourcing arrangements. Richard is fully bilingual and is a results-driven individual. Richard is a keen sportsman outside the work environment, extending his interest as a volleyball player to volunteering with HOPE Volleyball and other charity tournaments.
Dylan is a Professional Engineer with 10 years of experience in building energy systems, energy performance contracting, energy management and project management. With his extensive experience working with healthcare, industrial and commercial facilities, he has developed a deep knowledge of key building infrastructure and keeps abreast of industry trends. Fully bilingual, he has experience working with both the public and private sector, analyzing, developing, and implementing innovative yet practical solutions to achieve successful outcomes. He has a passion for energy management and optimization in facilities and is a Certified Energy Manager.
As a Consultant for P1 Consulting’s politically sensitive and complex fairness and procurement projects, Oliver has participated in more than 100 Fairness Monitor, Advisor and Commissioner roles to date. He provides consulting services to all levels of the organization – the client department, the procurement/supply team, executive committees as well as boards of directors and councilors. He is known for his outcome-focused approach while still ensuring that the process is fair, open and transparent – respecting conflict of interest and confidentiality requirements. Using various procurement instruments, including alternative service delivery, strategy development, vendor consultation, documentation, and implementation, Oliver develops requirements and evaluation materials, tendering documents, briefing materials, process audit, post implementation reports and fairness reports for private sector clients as well as a wide range of municipal, provincial and federal organizations.
Marty has systematically and efficiently managed contract creation, execution, and analysis for the purpose of maximizing financial and operational performance while minimizing risks. He has effectively managed the on-going delivery of procurement initiatives, construction services, IT services, governance and contract compliance including disputes and claims, while bridging the gaps between the procurement phases of developments, construction, operations, and performance phases. With over 30 years of experience dealing with complex contracts, Marty brings a wealth of expertise to the table. Winner of numerous awards for excellence, innovation, leadership, collaboration, and financing, Marty excels at exceeding client expectations and delivering on promises to optimize infrastructure and in-house resources. Marty has provided expert advice and assistance on P3 contract procurements, interpretations, and implementations. He has provided training and advice on benchmarking, changes and transitional transformations.
Karen Price is a senior financial leader with more than 20+ years’ expertise. She has strategic orientation and an acute ability to develop and implement long-term business solutions to meet business opportunities and challenges. She has a proven track record of cultivating collaborative relationships while adding value through organizational transformation including improved systems, operational efficiencies, process controls and employee development. Karen is accountable for multi-million-dollar budgets and allocating resources to align with corporate strategic imperatives. She is an agile leader with strong strategic finance competence complemented with insightful ability to understand the big picture in order to enhance profitability and efficiency.
Robb Gillis is a Real Property Administrator (RPA) with 25 years of experience in facilities management within the public, private and non-profit sectors. He has strong technical skills and certifications and has an extensive background in commercial, institutional and industrial facility management and operations. Additional areas of expertise include providing operations subject matter expert advice for facilities management contract procurement, project delivery and governance. Robb has designed high-level concepts and processes to support clients’ new strategic directions and helps align tactical and operational functions to support excellent service provision to the client.
Anne Cowan is a Consultant at P1 Consulting and is a results-oriented, strategic sourcing leader with extensive experience in the public care sector. She has exceptional communication and relationship building skills and is recognized for taking a collaborative and innovative approach to solving complex problems and identifying opportunities to improve quality, create efficiencies and generate value. Anne has strong experience leading teams through complex changes.
Anne’s areas of expertise include leading complex strategic sourcing projects, creating value while ensuring compliance; providing innovative and strategic thinking; developing and managing effective teams within changing environments; applying procurement best practices within complex regulatory frameworks; contract management and vendor relationship management; and risk management and performance management.
Dylan Smith graduated from the University of Windsor with a degree in Mechanical Engineering and accordingly has a strong technical background. He is currently working with facilities management companies and health care facilities; and is developing a deep knowledge of key building infrastructure while remaining abreast of industry trends. He has experience working with both the public and private sector, analyzing, developing, and implementing innovative yet practical solutions to achieve successful outcomes. He is also involved in Energy Advisory projects.
Zeenat is a mechanical engineering graduate with a background in sustainability, energy conservation, HVAC design, renewable energy systems, and sustainable building design. She supports and advises clients on energy, sustainability, and infrastructure-related projects. She previously worked as a Sustainable Infrastructure Intern at Sanofi Pasteur, where she gained helpful experience in supporting consultants and contractors throughout the feasibility, design, and commissioning phases of energy conservation projects. She is a strong communicator and has worked collaboratively with cross-functional teams on complex long-term engagements, including engaging with partners.
As a self-driven and highly motivated individual, she manages numerous projects simultaneously and thrives in a highly technical and pressurized environment to meet clients’ needs. She also has experience in project management activities related to Energy Performance Contracts and alternative delivery projects.
Bryan Yue is a licensed chemical engineer and accomplished Project Manager with a proven track record of success in overseeing multi-million-dollar projects. He brings over a decade of experience in leading cross-functional teams, managing budgets exceeding $18 million, and navigating complex project lifecycles. He is recognized for expertise in project coordination, budget management, and stakeholder engagement. Bryan is skilled at navigating complex project lifecycles, collaborating with multi-disciplinary stakeholders, and effectively communicating detailed and technical project information.
Neeti Suhag brings over a decade of experience in clean energy consulting, supporting clients’ business objectives in pursuit of the energy transition. She brings international experience supporting utility, government, regulatory, and private clients in India, Bangladesh, Kenya, and Canada. This global perspective gives Neeti a unique understanding of approaches needed to ensure client success and the importance of understanding the local context. Her work includes leading feasibility studies, business strategies, policies and regulations, and issues related to demand-side management. Most recently, she managed a residential energy program design study for the Region of Peel (the City of Brampton, City of Mississauga, and Town of Caledon), as well as a home energy efficiency transition feasibility study for the County of Wellington. She is also managing a deep retrofit financing feasibility study for the City of Nanaimo and the Regional District of Nanaimo. She keenly understands international financing mechanisms and multilateral funding agencies, having worked with organizations including the World Bank, the Asian Development Bank, and UN-Women. Earlier in her career, Neeti developed India’s first Distributed Renewable Energy regulations for a state in India. She also has developed an action plan for the World’s largest river island as part of India’s first carbon-neutral district energy project.
Neeti holds a master’s degree in business administration from Richard Ivey Business School (Canada), where she had the opportunity to support the Ontario Chamber of Commerce in developing a project focused on reducing a community’s carbon footprint in southern Ontario. She also holds a master’s in environmental studies from The Energy and Research Institute (India). Neeti is passionate about the clean energy transition to ensure a balance between the planet, people, and profit. She is also the co-founder of a non-profit in India focused on sustainable initiatives.
Support Team
Nicole joined P1 Consulting in 2019 to assist the former Finance Director. As the Director of Finance, Nicole is responsible for financial and accounting functions and office administration. Nicole has over 20 years’ experience and has an extensive insight within the field. She possesses strong analytical and problem-solving skills with the ability to make well-thought-out decisions.
Angela is the Manager of Business Development and a consultant at P1. Through her hands-on experience in leading and supporting branding, messaging, corporate strategy, and business development, she has acquired significant experience in supporting our consultants in providing documentation for complex projects and in leading proposal and marketing initiatives. Angela provides support on projects in the infrastructure structure, including research, analysis, peer review on reports and participation in market soundings. She has a solid understanding of procurement-related deliverables and response requirements. She is a talented communicator, with a unique ability to quickly synthesize information.
Jo-Ann Moraitis is a multilingual corporate real estate professional, with extensive experience in large corporations, in the technology, transportation and manufacturing sectors. Jo-Ann has over 20 years of experience in corporate real estate on the client side, and also has relevant experience working with a service provider. Prior to joining P1 Consulting, Jo-Ann was a Director in corporate real estate at a major telecommunications firm. Jo-Ann is a proven leader with the ability to mobilize people and teams to transform how business results are delivered. She services our clients with a wealth of expertise based on her tremendous experience and her successes include cross-functional project management, creative cost reductions, portfolio and financial risk mitigation and improved qualitative customer outcomes.
